dead?

I carelessly left the clear_cmos jumper to be on and switch on the pc,

it did not start and i moved the jumper back to normal and it will not start.

Does this mean my mobo is dead because of the cmos jumper is on? I noticed the fan turn a bit and stop.

btw, any way to restore it?

it is a mobo for p200 and it is quite hard to locate one now

It should be fine. Go through and do the Clear procedure properly again and see if you can get into the BIOS when you try to boot. There you will need to set up things as before. If you cannot get it to boot you might look at the manual for some kind of keystroke such as "Insert" that can be done during the boot to set the BIOS to default settings. Usually just booting with the jumper in the Clear position will not ruin a MB. What were you doing when this happened?

I was changing the ram for the mobo SIMM->EDO
and also clear cmos.

The mobo failed to POST even if I used the old ram and both ram has been tested to be working.

I have clear everything till only the mobo/cpu/ram and there is no POST.

Yeah, sometimes systems can be like old plumbing; if you "mess" with them you could end up creating more trouble. Possibly you "zapped" something with static or damaged/bumped something. As a last resort, take everything out of the case and just hook up the PS to the MB with the bare minimum components again. Also, pull and reinstall all minimal components. Can you test the PS? That might have taken a dump on you as well.
