That doesn't mean that the jail personnel with ASL training ever had contact with him.

As someone who lives with a deaf person, it also probably means something like "Joe in the supply office took 2 semesters of ASL to get his foreign language requirement on his BA 15 years ago."

Further people on the staff there have a conflict of interest problem - they have good reasons to distort or ignore communication that is unfavorable to the interests of their employer. An interpreter is used to provide unbiased communication.

This situation was completely BS. Even if they didn't want to provide an in-person interpreter (for whatever made-up "security" excuse they want to give) there are easily available video relay services, they just needed to have a laptop with a webcam to point at him.

Just because someone is in jail does not mean they lose their civil rights.

Hopefully the guy wins a large civil rights lawsuit. Is able to buy himself a nice house, go to college and improve his life.

I do too, this was not an acceptable way to treat a person.
