Sorry guys/gals, i initially thought it would work since the first CSR i spoke to gave me that impression. When i called up again today after receiving my first bill they told me if i wanted to avail of the discount then i'd have to revert to the regular pricing.
Something odd happened though, when i offered to pay for 1 year in advance they charged me $117, apparently this is for 13 months of programming (e.g. 1st two months up-front and 12 months annual pre-pay)
Still not bad given this is supposedly a 1 year only deal.

Just to make this deal even sweeter. If you opt to pay the whole year upfront it will cost you $341.00 but given you get $21.99 (x12) back because of the promotion your yearly rate comes out to (341 - 263.88) $77.12, divided by 12 months that's roughly $6.42

Just to update on the post by kcobra. Rather than digging through the thread i'm creating a new one here.
TheSatelliteGuy.com has the following receiver packages cheap!
Echostar 301 system and IR multi-brand remote - $0.95
Echostar 4922 system (with Dolby Digital output) with UHF multi-brand remote - $29.95
Both includes a free self-installation kit, dual LNFB Dish 500 dishes and the respective receivers.
I ordered it last week and got it a day after (less than 24 hours), paid $21 total (with s/h + tax in Texas). Installed it over the weekend and called up Dish to activate for the I Like 9 promo. ($9 a month for 12 months for 100 digital channels)
When i called up Dish for activation they didn't even ask if what receiver it was or if it was installed professionally. Basically they just asked my personal info (for billing purposes) as well as these:
"Is it installed?" - Yes
"What promotion would you like to avail?" - I like 9 please
"What package?" - 100 channel package
"Do you want premium channels?" - No thanks
"Do you want local channels?" - No thanks
5 minutes later i was up and running. Watched The Matrix yesterday to boot!
Btw, the catch with TheSatelliteGuy is you have to keep a contract with Dish for 8 months and you have to install the Dish yourself otherwise you'll get charged a penalty by TSG themselves.
Installation was no biggie however and since i'm keeping a 12 month contract for the I like 9 promo i didn't see a problem with that.
