If they signed and amendment to the lease, then they can be evicted if they violate that amendment after it is signed. No, you cannot evict them for smoking before they signed, but for smoking afterwards you can. If they stopped smoking after the signed the amendment, then you are on shaky ground at best, or you've opened yourself up to a lawsuit at worse.
