Some cats are just unfriendly though. My mother is a borderline crazy cat lady, definitely not the type to ignore them, and one of her two cats is the biggest wimp I've ever seen. It's especially ridiculous because he's also one of the biggest cats I've ever seen (pushing 25 pounds, and not all that much of it is fat.)
Other cats are also choosy about who they're friendly to. My cat was starving when I scooped her up off the street and she follows me around the house like a dog, but with other people she can be a little more skittish.
If you raise a cat properly from a kitten it will be right. If you get a cat that's already 5+ months old and the previous owners never paid attention to it, it will develop a fear / belief humans are not part of it's circle.
Sometimes an older cat can be conditioned otherwise though. Two of my cats came in from outside after they were already 1. They were sort of fearful at first, now the one sleeps by me and follows me as I get ready each day and the other comes up to me when I am feeding my dog and tries to trade a bunch of love for a piece of kibble.
