My experience has been that whenever that happens my keyboard and mouse would not work and I would be unable to login or do a proper shutdown (since the PC is locked when it loses power). Forcing me to do a hard reset. As a result I have been disabling hybrid sleep
I'm not suggesting you re-enable hybrid sleep in your situation, but if only the keyboard and mouse are non-responsive (and not the whole computer), press the power button once and it should initiate the shut down process.
Occasionally I see configurations where pressing the power button once does something different (like put the computer into sleep mode) though. I have it set to put the computer into hibernate mode on my set-up, thanks to an annoying bug regarding undervolting on my board.
