Contact Dell support. If you can provide proof that he is the registered owner of the computer, they can usually give you a code that will unlock the BIOS. If it is out of warranty, they may charge a fee to do it but will be a lot cheaper than replacing the motherboard.

If it's truly just a bios password, normally, either shorting pins on the bios chip itself for a few seconds works, or removing the bios battery and all other sources of power for up to a minute works. Toshiba's have a set of contacts that you need to short ( u21 or something like that ) when you turn on the computer. Maybe Dell has the same thing?
After seeing the type of security these people put into these machines I will tell people not to buy them.I will build them instead and make sure they never use that password type security.These company's will be hurting themselves real soon.I warn people about how these company's charge an arm and leg for utter junk..

Also totally believable that some friend of a friends daughter would have a Latitude. (Unless they bought it refurb/stolen.)
