To support RobsTV and simplify the whole deal, yes, I just tried it and it works.
I went to grab the DVD Region Killer by Elaborate Bytes (same people that make CloneCD) at

--> That covers the windows side of the hack. Just set the region that you wish to play a dvd from manually. The program has an option to automatically set it, but it crashed Windows 2000 last time I tried that
Then, I grabbed the firmware update
at this site (this NEEDS to be run in Real DOS mode, NOT in a command prompt from windows -- use a win98 bootup floppy or CD if you run Windows 2000/ME/XP) at (look for "Liteon LTD-163 OEM drive") and set the RPC mode to OFF. Reboot the computer, pop in a DVD, you're good to go!
PS - You're doing this at your OWN RISK. If it breaks your DVD player, consider yourself warned: it's not my fault. All firmware updates are delicate, so if your brand new DVD player stops working, you'll know why. Remember, you're the one taking the risk. All that said, I took the plunge, and it worked fine for me. There's no reason why it shouldn't work for you either.
