They're movable rails that I believe are proprietary to Dell servers. I've used them, works great and are VERY easy to install. Though once you get the server installed and ready, you shouldn't have to pull the server out very often unless your servers aren't maintained very well.
Rapid rails are for racks that come w/ square holes.
The other type are for racks that come w/ round holes.
They're called "rapid" rails because they're really easy to install, and no screws or any tools are required.
Other server vendors have something similar.
