There's a really good deal from Dell Small Business on a basic Dimension 5150 right now. It's a nice one to pick up for a friend or relative. It has a PCIe x16 slot, so you can upgrade the video if you want.

3.06Ghz Pentium 4 Processor 524
512MB Dual Channel DDR2 SDRAM at 533mhz
80GB 7200RPM S-ATA HD w/8mb buffer
16x DVD-Rom
Intel Graphics Media Accelerator 950
7.1 integrated audio
Windows XP Home
1 year in-home warranty
Dell E197FP LCD monitor

The monitor alone is around $200, so $399 is pretty nice for the complete system. Shipping is free (shows a shipping charge, then the charge is subtracted). No rebate to send in.

It'll probably not last long though.

Link

Definitely not a bleeding edge system, but very strong bang for your buck.

524 is a 533fsb Prescott 3.06ghz, Dell sometimes lists it as 800fsb when its actually 533fsb

Do these accept Core 2 Duo processors or are they a new socket / chipset ?
Looks like both are 775 based so might not be bad upgrade path.

Tempting but I'll pass.

Nope, this is basically an E510 and should not support C2D. You'd need an E520 for that.

Yes, this system does have a PCIe x16 slot. It will NOT however fit a dual slot video card, so 7950 GT or X1950 Pro (single slot) cards will be fine. The PSU is also enough to run these cards.

This sounds like the equivalent to the Dimension 4700 series. I bought a 4700 from the refurb heap a year and a half ago. The only thing I had happen to it was a SATA hard drive failure. I've since doubled up and am utilizing XP's NTBackup to copy data over to the spare drive nightly. The design allows for 2 SATA Drives to be mounted in the front, so you can order this with 1 and throw in a larger second drive for cheap and backup only what you need to the smaller of the 2.

Downside to the 4700 design (not sure about this one) was that there were only 2 PCI and 1 PCIe slot. The third PCI was an onboard modem daughter-card... The PCI slots were too close to the PCIe slot to get use out of both of them when a double PCI-e card is installed. Just be sure you don't have a need for extra cards and you'll be fine. I have a SB Live and a Firewire card in mine, so if you want firewire, consider ordering the onboard adapter if it saves a PCI slot. (once again, not sure about their formfacter and what it can/can't do....just research it)
