Two differences. One is it is unlocked, and the reason for that is to be able to run at slower speeds to extend battery run time. This also helps a bit with overclocking (depending on your board and RAM). Second is that they run on lower voltages (also for extended battery run time). Presumably the lower voltage specs also mean that this chip can potentially overclock higher. Otherwise the normal and the mobile chips are functionally and physically the same.
