I'm all for companies protecting their game from bots, hackers, exploiters, etc, but that ends with their executable. The moment you break into my userspace, you're off the reservation.

No, your previous point does not still stand, as the game does not hinder video capture programs when it's run in borderless windowed mode. Of course, if you'd read the link, you would know this.

Unfortunately, OBS and XSplit will not work in full screen. but they will work in windowed mode (and borderless windowed) in both Screen Capture and Window Capture modes; while similar applications like Dxtory and Razer Cortex will have similar limitations.

I still, personally, feel that a game creator should not have control of what happens on my computer beyond their game.

That makes no sense.There is nothing that Destiny 2 can do to stop overlays when being run in windowed mode. Every overlay will work fine in windowed mode.
As for your last sentence, the game creator is not exerting control over your computer beyond their game, quite literally. In order for programs to display anything on the computer when a game is in fullscreen mode is to inject code into the rendering pipeline, literally interfering with the game itself. Destiny 2 is going to prevent this, at least in the beta. When games are in windowed mode, they don't have exclusive access to rendering on your monitor and thus programs don't need to interact with it the same way.
So, please, stop acting all high and mighty about something when it is quite literally not even going beyond the boundaries that you yourself have set.

Fair enough, I'll admit to being stubborn, especially when it comes to Microsoft (my original, mistakenly perceived sleight), but secondarily from other companies insisting that their way is the best/only way, users be damned.Because it's a poorly written article. And no, I'm not a game developer; I just get tired about people blaming things on <insert punching bag here> when they don't have the whole information, or are misinterpreting the information given to them all the while stubbornly holding their viewpoint.

Destiny 2 PC Security: Third-party App Compatibility
Last week, we published an article to prepare players for third party app features that may not be compatible with Destiny 2 on PC. While third party applications will not fully lose functionality during Destiny 2 PC gameplay, features that attempted to insert code into the game will not be compatible. The following are answers to the most frequently asked questions in the #Help forum:
Will these security measures only impact third party applications during the Destiny 2 PC Beta?
No, this will apply to both the Destiny 2 PC Beta and full Destiny 2 PC release on October 24.
How will players monitor FPS performance during gameplay?
Destiny 2 on PC will include an in-game FPS counter.
How will players be able to monitor hardware performance?
Hardware performance monitors will be able to function alongside Destiny 2 PC, but any form of overlay functionality will be restricted.
Will Destiny 2 on PC include a frame rate target option?
Yes, Destiny 2 on PC will include the ability to specify a frame rate upper-limit (via a config file).
Are third-party streaming and communications applications completely broken by this security feature?
No. Players may stream Destiny 2 PC using supported modes within the streaming software (e.g. OBS, XSplit, etc). Communication applications such as Discord and Mumble will work normally except for the overlay of their UI in the game.
Why are streaming, capture or overlay applications being impacted by these security measures?
The methods that some third-party applications use to add features (inserting code into the game client) are the same as some of the methods hackers and cheaters use to disrupt the experience of other players. As a part of our security efforts, we have designed Destiny 2 for PC to resist all attempts from external applications to insert code into the game client.
