you have EIST enabled still. go into your BIOS and disable C1E and EIST. (EIST is Intel's Speedstep Technology that lowers the multiplier and voltage during halt states to lower power consumption)
EDIT: so, once you disable them, it'll be 2.7GHz all the time. If you were to stress the CPU with CPU-Z open, you'd see the multiplier jump from 6 to 9 and the clock from 1.8 to 2.7GHz.

Hmmm.... I think I have disabled it.
I'm gonna reboot and check it out.

btw.. I know what EIST is, but what's C1E??

Yep. I disabled C1E and now CPU-Z and Everest displays 2700MHz. Thanks.

But I'm still curious about that "675MHz (75 x 9.0)" thing on the BIOS/POST screen.....

Sorry to hijack, but I am having a similar issue.

I have my E6600 set to 8x425 = 3400MHz which is what the BIOS and cpuZ report, but control panel system properties, DXDiag, Steam hardware survey and moo.dll (IRC stats module) report it as 3825MHz (9x425)!

Is this normal when you drop the multi?

Thats a strange one, more than likely, it's a glitch.

That seems to be normal, a lot of programs will show the default multi, rather than showing what you have changed it to.

i agree with stevty2889. nVIDIA Monitor does the same thing. a lot of programs do not check the multi. they just keep the default. so if you drop the multi, they'll report the wrong clocks.

i had something like that on my eVGA 680i happen, but it happened because of an instability caused by software overclocking using the nVIDIA Control Panel (it tries to access the BIOS in some options) and my clock speed dropped to 50*8 (400) and it actually tried to boot at that speed, but it crashed and reverted to stock 266*8. I can't help you with that but it is interesting.

yeah, that's very interesting. I reset the BIOS via jumper and it still reports 675MHz on the BIOS/POST screen. Another interesting thing is that 2700/4 = 675.

I can't go further from 2700MHz (9 x 300). My RAMs are holding me back.

I have a similar issue with my Sempron 2800+, oddly enough. The vnf3-250 mis-reports the CPU speed after about 2000 mhz or so. It seems to wrap back to 0 and go up from there . . . currently the BIOS lists the processor as a 280 mhz processor on the POST screen. It's actually clocked at 2320 mhz.
