Is there some way to patch my TV through the PC?

I.e. instead of plugging the HDMI(or other) from the set top box directly to the monitor, have it go through the PC.
So basically a software solution.
I'm basically looking for post-processing and streaming support.

Er, this would require the content to already be available on the PC.
Something which it is not.

Right now it goes from the set top box directly to the monitor, entirely skipping the PC.

As in, it's the wrong technology for this problem.

I'm in Europe, Bulgaria. Would it matter to you?

Yes, it matters quite a lot. Some providers send an unencrypted stream that allows you you use any old QAM tuner, others send and encrypted stream but allow you to use a CableCARD (or similar) to let your PC decrypt the stream, others force you to go through their box no matter what meaning that you need something with HDMI capture capabilities.

Right.
Vivacom mean anything to you then?

I do NOT care how you get the data. I just want it as if it was a file playing from the computer on a media player of my choosing.
End of story.
Example: take cable from set top box, plug in video card, download software and be done.

Sheesh, calm down. I'm just trying to get some necessary information.

OK, so it looks like Vivacom has both Satellite and IPTV, neither of which are likely to be sent over a cable with just normal QAM encoding (encrypted or no). That means that you'll need to get an HD capture device instead of a tuner.

Does your cable box have component video output or is it strictly HDMI?

Hehe. Right, I was just trying to get the point across as to how exactly I was imagining things could go.

Yet, believe it or not the box even has SCART. So I doubt anything coming out is encrypted in any way.

So what are your output options from the box? If you want an HD signal and it has component video output, then something like the Hauppauge HD PVR would be your best bet. It even comes with IR blasters so that it can control the channels on your box.
