I know we have rednecks and shooting ranges here. Maybe they're a higher class of redneck

Or just do what we all do with a bad round - remove the bullet and take care of it yourself. Part of owning a firearm is knowing how to handle your ammunition. As already stated two pairs of pliers and some tugging and turning and problem solved. The bullet will actually come out pretty easily.

Firing the primer with the empty cartridge is just more safety. It's not a bomb, it's a cartridge.

SAFETY WARNING
Don't have the round pointed at you or anybody else as you do this.

I was just going to post this.

This is the easiest way to DIY, OP.

I used to do this all the time. Just pull the trajectory out and then put the emptied out casing in a vice and discharge the primer with a hammer and nail. It will only pop like a cap. We used to just make a line on the concrete with the gunpowder and light off one end. It's not explosive as there is no compression. Kind of just burns off like a sparkler.

your safety warning is a big caveat, there have been accidents disassembling a bullet...not all that own firearms want to be the next Bill Ruger. Handing it over at the range is the easiest way to handle this.

Throw it in the nearest pond/lake/river if you are worried about taking it apart or throwing it out.

You want to make sure it can't be used, so you'll want to smash it with a large hammer before throwing it away.
