Whenever there was action in the first third or so (documentary portion). Are you sure you saw District 9? You can even see this in the commercials and trailers.
I haven't seen the blair witch project that others in the thread compared it to, so maybe it wasn't as bad as that, but it was certainly on the level of scenes from the bourne ultimatum, which people complained about incessantly back when it came out.

Are you serious? In many of the scenes, they have a wide angle view of the action. I didn't feel any clusterfuck at all when watching the movie.

all 88% means is that 88% of the critics found it worth while, ie not necessarily breath taking or spectacular...

A quick google search finds an article both referencing "shaky cam" and then showing a scene with said technique in use. The first third of the movie, filmed first-person documentary style, used "shaky cam" whenever there were action sequences (i.e. entering the shacks), as dozens of reviews listed in the OP's link have also noted.
Additionally, I saw no wide angle views during that first third of the movie as you noted, which would be counter to the documentary style the DP as obviously going for, so I'm not sure what you're driving at with that comment (unless you're referring to the second half of the movie for some reason?).
In any event, I couldn't care less, as I'm not the sort of the moviegoer that gets worked about a cinematographic technique, although I do feel bad for that small minority with a low tolerance for vertigo.
