Is there any legal base for keeping all female mosquitoes out of the house?

What about the rights of female mosquitoes that had not bitten human yet? (Legally, they are harmless).

What about the rights of the male mosquitoes that never bite human?

Let alone, average Joe can't differentiate male and female mosquitoes.
