I agree. If they're going to keep a junker, they should put it in their driveway/garage and park their working vehicle on the street. It's just common courtesy if parking space is in demand. I'd report it abandoned.

What happened during the winter when it snowed? I have the same situation with a car that's parked outside my place. It looks like one of the tires is flat and never moves. In February I saw there was an entry in our condo meeting minutes about having it towed for impeding snow removal. It was gone for a couple days and then back in the same spot. At least they park it in the farthest spot from the building.

You should complain, at least to figure out if it is an abandoned vehicle, if it is then they can have it towed. If it isn't then leave it alone.

If I put my lawnmower, rototiller, power washer, air compressor, table saw, miter saw, etc outside on my driveway, people would steal them. Also, they aren't designed to be left out in the rain and snow. My car is designed to be driven in the rain and snow, so it can be left in the rain and snow. At least I wax it.

Eventually I'll get a shed for the lawn equipment, and when I'm done with house renovations I can put the tools in the basement. Even then I'm not sure I'll park in the garage, because my garage is ridiculously small. Even with a Civic and a TSX it'd be tight getting in and out of the cars.

Turns out the car was involved in a murder/robbery last year. The perpetrator abandoned the vehicle in our little cookie cutter development. I was the first person to actually tell the police what the license plate was, on the off chance the car might have been stolen, taken for a joy ride, and abandoned. There was a body in the trunk.

it doesn't take a great deal of effort to walk away with your lawn mower, bike, etc at night. it takes much more effort to steal a car.

it's also a lot easier to unload a bike on craigslist than it is to sell a stolen car.

I got 9 open spaces in my condo complex. Parking permits required. Same 9 cars keep parking in the same spots and no one has a permit. HOA will not tow since the tow operator will not tow on a "just because the sign says so" rule. Someone must sign for it.

I feel that if you got a garage, park a car in it! Is it fair to always hog up a community resource?

I've just come to the conclusion that people that live around me are jerks and will do what they want until you break their property.

07/14/09 UPDATE

I emailed the vice president of the HOA. We recently received a letter from the HOA (all of the residents received this letter) stating that people cannot park on the sidewalks. There were a few residents who were literally parking on the sidewalk, rather than ths street. This letter addressed that issue and informed residents that cars would be towed.

I emailed the VP, and I thanked him for addressing this issue. I told him that I've personally seen parents forced to push their strollers in the street because some numbnut decided to park his/her car on the sidewalk.

I also expressed my frustration with the unmoved car in the public space. I told him that I felt the public spaces should be shared and should not be used as storage for junk-cars.

The VP of the HOA emailed back and agreed with me. He's going to discuss this issue with the board and create new policies regarding this issue. He's also going to make a trip to our development to see this car, and to determine what to do next.

I don't know if it was already addressed or not, but if the plates, registrations, county stickers or any thing else has expired, you may be able to have the town or county tow it. If it's leaking fluids it could also be a hazard. Just some other options instead of waiting on the HOA. It seems silly for them to draft a new policy when it could be easy to find out whos car it is.

QFT. Some asshats that don't even live in your development shouldn't be running it, and they sure as hell shouldn't be collecting on the HOA fees you pay.

Some HOA's preside over several housing divisions, complexes or communities.

It's mostly because the posts here related to HOAs are usually the idiots who are being "burned" by them. I am all for HOAs at this point. I own a condo (rental unit) and a house (primary home) which are both in HOAs and I have no complaints. They occasionally make new rules that could be perceived as annoying, but the good far outweighs the bad in almost every case. It keeps morons in our neighborhood from parking broken, beat-up cars on the street and it forces them to keep their yards and home exteriors looking presentable. I could have ranted about the HOA fining us for letting our dog shit in a "public" area, but I didn't fight it and didn't complain because they were right. I still think it was in a pretty non-public area but the fact remains that we shouldn't have been doing it regardless of what I consider "public." We paid it and stopped doing that. That is the type of stuff that makes people hate HOAs but I am 100% fine with that kind of thing. It keeps the place nicer.

As for the OP, I definitely would have reported it to the HOA. Community parking spaces are hard to come by in areas like that and when people hog them with busted cars it is quite annoying. We had a guy parking a boat, motorcycle, and 3 cars in the uncovered spaces. I don't mind the cars since they used them daily/weekly, but the boat and motorcycle never moved. I'd have even been fine with the motorcycle had it ever been used, but that one family (2 people) were taking 5 spaces. Also, they didn't like how far away their covered space was so they didn't park anything in it. It was always vacant. That rightly deserved a phone call and got one from me and probably other people. They eventually had to move their boat and started using their covered space, which allowed other people to park their cars in spaces instead of on the street. HOA FTW.

It's a new development; construction on the first homes in the area were finished in November 2009, and we moved in at that time.

I think this kind of thing takes time, electing a board that is
