That being said, if the thing really hasn't moved since it was left there, I would definitely complain. The spirit of the community parking spots is that they're shared. This guy isn't sharing it, he's hogging it, and he's forcing his eyesore on everyone else. If he wants to leave the car somewhere, he can leave it in his garage or driveway.

I'm not exaggerating; it hasn't moved since November 2008.

I'd definitely call, just to make sure it's not at least a stolen car or something..

If it is truly abandoned, then it will eventually expire on its license plates and/or inspection sticker (if your state is one of the wankers that has those). Give it time. If you notice this, then you know the car is abandoned and you should call it in. Otherwise, mind your own business and be glad you can afford to fix your car(s) should they break down.

My HOA states that the car be registered and operational. Each resident gets a covered space and access to an unmarked, uncovered space, first come first served. If a vehicle sits around in one space too long looking dusty like it hasn't been moved, the manager will get the resident to start it up to prove it works. Reason being is we don't have enough uncovered spaces for all our residents so anyone that has a non-working beater is taking up a parking space. A lot of residents have to park outside the gate because of the lack of two parking spaces for each unit in the complex.

and i have no issues with spelled out rules like that..

but if there's no rules, and it's a public parking spot...

then it falls under city or town ordinances.

First of all, I'm not sure why you're so pissed off. Just chill out dude. Secondly, although the rules were never specified explicitly in the OP, from what I can infer residents are free to use the parking spaces at any time. However, I wasn't talking about the rules per se, I was talking about the spirit of the rules. Obviously the intention of the free parking spaces was to allow residents to come and go with multiple vehicles. I would venture to guess it most certainly was not the intention to use these spaces for permanent vehicle storage.

I would guess that it's very very very likely that there's a town ordinance against abandoned vehicles.

OP never answered the question as to whether it has an expired inspection or not, but the HOA could at least help clear up whether or not it's a resident's car or not and perhaps bring it up with the resident before escalating it to town authorities as an abandoned vehicle.

He may have a case, in my city a vehicle has to be moved at least every 7 days. Pretty much there to make sure people are not keeping junkers in the on street parking

not moving a car for 7 months is typically long enough for the cops to assume that it's been abandoned, which is grounds for towing in most cities.

Depends on the rules, regardless if the car has been sitting that long; someone should look into it.

Most of the time unreserved/guest spaces are just that, not to be used for long term parking or daily overnight parking.

Alot of foreigners and the poor think you can cram as many people into a dwelling as possible then share the bills. In most areas you are limited to 2 adults per SLEEPING room. It's these kinds of situations that kill the ability to even have a simple guest over and creates eyesores by an place looking like a used car lot.

It's even worse in a single family housing development where you have people parking on the swale and in the front yard.

I think it's a reasonable request. When parking spaces are so limited, it's pretty ridiculous to allow a broken vehicle permanently occupy a spot.
