Do motherboards usually come with the cables you will need?

If you buy retail, yes. Most reputable retailers have pictures, and everybody needs a slightly different array of cables depending on what you'll be doing but every retail board I've seen comes with at least 1 or 2 SATA cables, one IDE cable, some USB cables that include mounting hardware for the extra ports, etc. etc. Some come with way more, but this would be about the bare minimum for a retail board.

A motherboard should have at least 2 SATA cables, and an IDE cable for each IDE port on the board (nForce4 boards from Asus come with 2, nForce5 come with 1 IDE). Asus motherboards also come with various other headers for PCI slot ports (more USB ports, more Firewire if available, GAME port, etc.).
Asus motherboards come particularly well fitted out.

I just received and A8N-E Deluxe Asus MB and it included 2xIDE, 1xfloppy, 4x red SATA, plus other odds and ends for USB, Sound

Go to your Rig profile page, click it to view your profile, and scroll down to the very bottom of the profile page. A link to use in your sig will be shown there.

As for your original question... the key word is "OEM". Most of the time "OEM" means you are paying less because you are not getting all of the otherwise standard accesories such as cables, driver CDs, etc etc. Newegg.com has warnings stuck up on their site for this reason, and why most retailers list the same part as "Retail" and "OEM" separately.
