Drugs, in general, entice the individual with promises of pleasure that is otherwise unattainable.

Basically, the Janitor or whatever, has a longing, perhaps, for an end to fiscal and personal responsibiltiy, in the form of wealth. He might find that drugs offer him a relief from his responsibilities
The Millionaire, however, has perhaps reached the limits of what society has to offer, and longs for something else. He might find that drugs offer him a relief from monotony.
