Yea he is probably in an Asian country. VCD's, SVCD's, KVCD's, miniDVD's. All of which are different formats for video CD's are very popular in asian countries. Most movies can be bought in SVCD format anywhere in Asia.
I think its cool personally, the Chinese invented SVCD while American's were paying outragious prices for DVD players. All the CD players sold there came with Video Out. For less then we could buy a CD player without one. Most American's weren't even aware that movies could be put to CD, and most of them are still ignorant to this even now. I have bought a few of them on eBay, of episodes of older cartoons and such that I couldn't find around the net myself. And I still burn quite a few of them today, (mostly TS's) but since I have an XviD/DivX compatible DVD player, I only burn those to DVD's and watch them that way.
