Instead of padding everything and making an accident a cushy thing, I think they should line the dash & doors with sharp objects, blades, broken glass ... stuff like that.
If people think they can be careless and live through the consequences, they tend to ignore rules and drive a little more recklessly .... or don't pay as much attention.
You make it fatal to hit something, even a little, and people will start paying attnetion ....
(I use belts, have as long as they've been around ......)

Ah but what if someone were to hit you? Say you were at a stop light and someone rearended you. Or if someone ran a red light and nailed you as you were going through the intersection.
