DOA ASRock motherboard?

Hello,

today I put together a basic system with the following parts:

1) LC 400W PSU;
2) ASRock K7S41GX motherboard;
3) AMD Sempron 2200+ BOX;
4) 1*256MB Samsung DDR400 single sided;

There are other components but I haven't even plugged them in yet (read on). I assembled these parts out of a case on top of the motherboard box, adding POWER and SPEAKER connectors to it.

Anyway, added monitor, keyboard and powered on. CPU fan spins but there's no video signal, no beep.

Tried an AGP video card (Gecube Radeon 9250) and a Seventeam ST-350BKV PSU. Same thing.

So, still have the memory, CPU and motherboard to test. Tried a different stick (Samsung DDR400 512MB double-sided), same. Then I removed it expecting to get a beep for "no memory", but still nothing.

With my motherboard, CPU and PSU only I get no beeps at all when booting the motherboard. Does this indicate that I have a dead motherboard that I should send back for replacement? Could it be the CPU?
These are the only two components that I could not test with other parts.
Like I said, no matter what I do the CPU fan spins but I get no video signal or beep from the motherboard.

I have cleared CMOS. I tried FSB jumpers settings at FSB200 and FSB333 (the correct for this Sempron processor).

Try it out of its case on some insulated material, you only need motherboard, 1 stick of mem, cp, fan and graphics card. Normally problems are the standoffs on the case shorting out the motherboard due to incorrect positioning.

Forgot to mention I never installed it in a case, just put the board on top of its box.

If fans spin up...it is prolly the CPU.

But I have never seen a NEW CPU be bad...only through the forums here, or refurbed.

I have had 1 mobo that was bad and the fas etc spun up...but only one of about 70.

Remove the cmos battery for a few mins, it will lose its settings and default.

I removed the battery, still no difference. I'm going to reinstall the CPU but I doubt that will do anything.

I've been googling around and I found quite a few similar problems. Some guy fixed it by just reseting the CPU, someone else recommended lifting and lowering the CPU lever with the processor in the socket, to elimanete the possibility of bad contacts.

Board not rated for ddr400 would be my guess.

But just a guess.

The board is not rated for DDR400 indeed, but it should beep when I tried to boot with no memory at all.

Guess what everyone, lifting/lowering the lever a few times (w/ CPU installed) did the trick and now it boots! Thanks everyone for the suggestions. This is the first time I've seen this.
