One way to find out is merely try clocking it at this frequency. If it clocks at 133 fsb and boots fine and runs for a while, then more than likely you have pc133 Same with cas ratings. You might get a lower rating out of a cas3 chip if you're lucky, but if so, i'd forget what it ACTUALLY is and just go by what you can get out of it. =) That's really the only way I know to find this stuff out. That and simply knowing the part number and being able to look it up on the manufacturer's website. Sometimes you can do that also.
