Does charter block all ports

At one time I had my ports open using a router. Then my ports were blocked. I thought it was a router issue.

Today, I connected my pc directly to the cable modem and my ports are still blocked.

I use utorrent and I am really bummed out. I dont think it is my laptop. I have completely shut off my anti virus and firewall and I still get the same results.

Is charter shutting all the ports down to make my internet usage not as useful.

By Charter do you mean the name of your internet service provider?

If so, then I doubt they have anything to do with your trouble.

Why don;t you carefully go through this and see if you discover your answer in it:
Port Forwarding.

if it fails without the router connected, port forwarding wouldnt be an issue...

are you getting a "rejected by tracker - Port xxxx is blacklisted" message when downloading?

go Preferences > Network and you will see a range of options.

Port Used For Incoming Connections This is what you need to change. it can be anything other than the ports 6881 - 6889, and its up to you what you choose.

Enable UPnP port mapping(Windows XP or later Only) This should be ticked. This may save you having to do any port forwarding if you're on a router

Add uTorrent to windows firewall exceptions This should also be ticked.

Once thats been done, you can test your connection to see if it's working properly.

go Options > Speed Guide and click the 'Test if port is forwarded correctly' button. It will run a little test and tell you if it is. You can do a quick visual check to see if everything is working correctly by looking at the Network Status light at the bottom of the uTorrent window.

Red Something's wrong. run the connection test

Yellow Means at the moment there are no imcoming connections. If this never turns green, run the connection test to check if it's ok

Green Everything is Good!
