Does Newegg routinely sell used CPU's??

I just received a 2.4c OEM P4 from Newegg the one that's currently selling for $174.00. Only problem is the CPU looks like a heat sink has been previously attached, there's the telltale square mark on the heat spreader surface, the same mark I've seen on every P4 I've mounted a HS to.
Does Newegg test the processors or did they send me a return/reject/RMA.
I'm kind of PO'ed at this as there's no mention of selling "pre owned" CPU on their site.
The CPU is a Malay SL6WF
L309A876-101

I suppose i should build the system and see if they sent me a turkey, but by then the 7 day RMA will be up(can't start till Mon or Tus.
Anyone who may have ordered the same CPU please post if your HS has marks on it(or if it didin't)

Nope, it should not look like it's been installed before, or it should be listed for sale as "Refurbished". You need to lay a little B&C on them about this.

well i got an OEM 2.8c from them for $280. it came with same markings you were talking about..im wondering if they pretest their oem-i dont think they have the time to do that. maybe it's "pull" or "returned"- i dont know..

hes saying the black residue from the thermal pad from a heatsink was on it.

Could it be someone bought the chip, tried overclocking it, found it was not great, so they took this one back and tried again?

Those markings are from Intel's own testing. Remember, all CPU's must pass their tests before they send them out.

how come i didnt notice any markings in all the retail ones i got?

Maybe they just go to the bother of cleaning off a retail processor properly, whereas who cares about OEM customers.

On a retail model that was new/sealed. I seen the ever so slightest markings that are more common with OEM models. But I had to really look close and inspect for a good minute or two before I spotted it.

How they clean off the tell tale signs... I do not know. All I know is after a good 30 minutes of scrubbing with acetone on the OEM CPU... that mark just does not come off... at least not in a way i could find.
Maybe some sulfiric acid the next time around will work.

Also the markings were in the same exact spot that is much easier to spot with an OEM chip. I doubt all the retailers use the same exact heatsink or whatever it is to test.
