I have a 20 GB partition on my hard drive and will be getting Windows 7. The system requirements say that it needs 20 GB. That seems a little large. Does the OS really use the entire 20 GB?

It will need that space for the installation which will include lots of temp files etc which it will cleanup after.... but still in all 20 GB is kinda skimpy for any windows install after Windows XP. Vista needed 15 GB...
In short you will need a larger partition anyway before its all said and done.
