Had this problem a while back and tried one of those anti-bark devices - completely ineffective.

My neighbor had 2 German Shephards that she would put out every morning at 3:45 and let them bark.

I tried talking to her. She was always very apologetic and promised it would not happen any more. The next morning at 3:45 WOOF WOOF WOOF.

I set my alarm for 2AM and went and pounded on her door. When she answered I explained that this is what it's like in my house every morning. Again very apologetic and at 3:45 WOOF WOOF WOOF.

I called animal control and was informed that because I live inside the city limits I had to call the police. I went and explained this to my neighbor and explained to her that I would really rather not send the police to her house, but it was my last alternative. Again, very apologetic and it won't happen again. 3:45AM WOOF WOOF WOOF.

It took 4 police visits with citations and it stopped for about a month. Then 1 morning at 3:45 WOOF WOOF WOOF. 2 more police visits and the problem was permanently solved.

Yes, my neighbor is a dumb ass!

OP - quite honestly you will need to find a way to cost them money or the problem will continue.

A quick google search showed that if you documented everything really well you could take them to small claims court. Keep a journal starting today and then sue them for $5,000.

Steve Gibson on his Portable Dog Killer said:
So I built an oscillator. And I wanted the frequency to be, I mean, I understood
that dogs have very sensitive hearing, and they're able to hear outside of the range that
we can, like the classic dog whistle where we blow it, and the dogs perk up. We sort of
hear maybe like air blowing, or maybe we can get a sense of something. But on the other
hand, I didn't want it to be supersonic because I wanted to know if it was working. So I
wanted to be able to hear it, too. So I pitched it somewhere like around 15 KHz, is my
guess, way high, but still audible to us.

And I had a - I remember that I had power settings. Remember that at this time "Star
Trek" was happening. And so of course they had phasers. And so I was obviously
modeling this on something sort of that I'd seen in science fiction. So I had, I remember,
a knob on the back with - it had four positions: off, just so you wouldn't hit the trigger by
mistake; and then three power settings. And I had three different colored dots that I got
at the stationery store, a green dot, a yellow dot, and a red dot. And this thing had three
nine-volt transistor radio batteries in it. So the green dot gave it nine volts on the output
stage. The yellow dot was 18 volts, and the red dot was 27 volts, all three batteries
ganged in series.

And so I assembled the oscillator, built the output, the power amplifier stage that was
transformer coupled to this piezoelectric transducer, and it worked. Then I built this thing
together, you know, mounted the pistol grip on the bottom of the box, this perfect
photoflash parabolic mirror on the front, and then positioned the transducer in the focus
of the parabolic mirror so that it would work. And the machine was finished. Now, back
then I was 16. I called this the "portable dog killer."

Better build one yourself.

can't you just use a regular amp/stereo with a decent tweeter? it shouldn't have any problems with ~20+KHz (you probably can't hear) and use a sound wave generator program (there's probably something for android too)

Are you trying to hurt the dog or the owner? It seems to me that dealing with the owner is the more appropriate response. The dog is probably barking because it's mistreated.

They don't work. I have three yappy Chihuahuas on one side of me. I have the bark deterrent right next to the chain link fence pointing at their front yard and they still go ape-shit every time a kid goes by on a bike.

I hadn't lived in a house for over ten years when I bought this one in 2010 (apartment living). My subdivision in the 1990s was pretty quiet - usually only about every third or fourth house had a dog outside and I rarely heard barking. Fast forward 13 years and this damn place is like a huge kennel. The majority of houses have at least one dog and usually two or three and the lots are just 60'x100'. I have just two neighbors (backyard has a field behind it), but there are still five dogs outside between those two houses. There are 50+ homes in the subdivision and when all the neighborhood dogs get going at once the noise is unbelievable. It may be just my anecdotal experience, but things seem to have changed in the past 20 years. There are hoards of dogs everywhere now. I think people are using them for child substitutes.

the dog whistle is the best cheapest solution.

The dog will learn quickly to stop barking when its ears ache.

Seriously? This statement doesn't matter. The noise must stop, no matter what. Besides, they always know. They're just assholes who don't give a shit about anyone else.

Do whatever it takes. If you wait on the dog owner to somehow grow a conscience and fix the problem...you may as well move. It ain't gonna happen.

Did I mention they're assholes?
