Well - at least he ran over it's head. I ran over a puppy going 50MPH in front of two kids once (they crossed a fscking HIGHWAY, and their unleased puppy hesitated to cross, ran out right in front of me). They sat in the grass median crying - I didn't know what to tell them

That makes it MORE their fault, but it's still primarily the dog. It's not like cars add 100 feet to their braking distance for every mph over the limit.
