Apparently this murderer was previously detained by the SFPD but because of the sanctuary city bullshit clause the SFPD was restricted from being able to ascertain his legal status, and the SF sheriff's department REFUSED to hold him for ICE officials to pick him up. Thus immigration officials were not able to get a hold this 5 time deportee and felon on parole with previous and numerous arrests for violent crimes he committed in Texas. In other words he was released from SF jail after being arrested for a drug related warrant.

Yet again, the sanctuary city policy in SF is that ILLEGALS are not turned over to Federal immigration officials for deportation no matter what crime they have committed!!!! So this piece of garbage was allowed to leave SF's jail without being held for ICE officials to pick up and so he then went on to murder a young woman for no reason whatsoever.

This is fucking lunacy of the highest order that has caused the death of a young woman who died in her fathers arms.

But five minutes later, with her father’s arm around her shoulder, the 32-year-old Pleasanton native suddenly collapsed on Pier 14 just south of the Ferry Building. It was 6:30 p.m. Wednesday, and she had been struck in the chest by a bullet.

“There was a pop, and Kate went down,” 68-year-old Jim Steinle recalled Thursday.

He immediately began CPR before paramedics arrived and rushed his daughter into an ambulance. Two hours later, she died at San Francisco General Hospital, said her mother, 69-year-old Liz Sullivan.

“She just kept saying, ‘Dad, help me, help me,’” Sullivan said. “It’s just unbelievable. It’s surreal. I don’t think I’ve totally grasped it.”

Police detained a suspect shortly after the killing, which appeared to be random, said Officer Grace Gatpandan, a department spokeswoman. It was not immediately clear who — if anyone — was the intended target of the violence in an area popular with tourists, joggers and parents pushing strollers.

On March 26, U.S. Immigration and Customs Enforcement officers turned 45-year-old Francisco Sanchez over to San Francisco police on an outstanding drug warrant and requested that they be notified before his release, so federal officers could take him into custody.

Sheriff’s deputies, though, released Sanchez without notifying immigration authorities, and Sanchez was released, said Virginia Kice, a spokeswoman for U.S. Immigration and Customs Enforcement.
