if youre going to get that micro on this persons email techniques, tell them face to face in private. maybe make a guidelines list or sample emails.

I would tell them in person. If you send out an email to all of your people, it will likely be obvious they will know who you are really talking about and that could make things uncomfortable for the offender.

If you want to cause upheaval among your "reports" definitely send out the email showcasing proper email practice. The rest of the day will be spent by them gossiping about who it is that caused the email and ultimately making the one who did what you are speaking of feel alienated and embarrassed.

That is not necessarily micro-managing a person's email - do not give this guy shit for it. Many - if not most - companies do have email policies regarding font and the use of "reply all." Even if they do not have explicit policies it is indeed a faux pas to send out silly shit like "thank you" via reply all.
