They aim for the middle of the torso and only hit the mark 17% of the time. No way in hell you'll get them to hit arms and legs.

I wonder if these Democrats have ever shot a gun? I recently exercised my second amendment right and bought a pistol. I'm a crappy shooter in a range and at 25' I get 10" groupings, while not under stress.

That is the stupidest thing I've ever heard... A gun is a lethal weapon to be used to protect another life... This isn't the 'A team'....

If a fire arm needs to be discharged then the officer is accepting that they must be in a a life or death encounter.. You fire a gun you do it to harm and possibly kill, you don't fire it to mildly injure. If it is a situation where deadly force is not required then the gun shouldn't be used in the first place... This is fundamentally what a taser is for... to stop someone with near lethal force... but no, lazy cops ruined that for us by being bad at their job and killing folks unnecessarily.

A gun is a gun.. a mandate and some pink feathers doesn't change that... I'd rather all our police are actually trained properly as to when lethal force is required than to hand cuff them (no pun intended) from being able to do their job.

Heh, indeed.. Frankly all this is going to do is encourage police to not become better shots or to add "I was aiming at his arm but.." to every report... Waste of time and money that could be better spent on a lot of things. No need to punish the exceptional police for the small few that are bad at their job.

So instead of killing these people, they will injure them, potentially causing life long debilitating problems and opening themselves, the city and the state up for lawsuits by the criminals...so full of win!!!

You know before we all start with name calling we need realize that there's another bill that precedes this one. In that bill, the suspect is required by law (under the penalty of a misdemeanor) to stand still, with arms and legs stretched out, and stand no more than 10 ft away from the officer(s) who are about to shoot him.

The purpose of shooting the perp is to immediately stop and drop him because there is the thread of deadly or serious injury force to the officer or another person. That means center mass, as many bullets as you can squeeze off. Generally if the target is hit they are going down immediately and the central nervous system is destroyed.

But hitting them in the leg will just piss them off and let them kill you. This is terrible, this idea.

Normally I would side with police but there are a lot of instances, in poor neighborhoods, where police kill innocent bystanders (or even their own minority cops) simply because they treat the civilians in these areas far differently than someone in midtown manhattan or the suburbs. The legislators are not trying to prevent the police from doing their jobs, they are just listening to their constituents who complain about how police (mis)treat them.

The police response has not changed much after all these incidents and you have morons like Al Sharpton making a lot of noise. Perhaps this will force the police department to be more understanding of the concerns of these minority/poor neighborhoods.

I don't think this legislature is very practical to carry out in real life situations. They do need to shoot to down a suspect. But I can also understand that people feel that excessive force was used (50+ shots) in the Bell case. I don't think a legislature is needed to fix this, just that if excessive force were used, it can be evaluated by the PD on a case by case basis.

Because the killing saves lives. If an officer has to shoot it is because his/her life or the life of another innocent is in mortal danger.

When you shoot somebody, you shoot to drop them to the floor leaving them totally incapacitated. Normally that also means dead. 4-5 shots center mass of a .45 and it's doubtful they are going to live. Just too many organs and nervous system destroyed. It's also very SURE they will no longer pose a threat.

Shooting in the arms/legs does not have this same effect as the bullet will just rip a big hole in their arms/legs. They will not be incapacitated and will still pose the same threat that caused you to fire in the first place.
