If you are actually genuinely interested in 480 vs 1060 for a purchase, suggest you wait to see how custom cards run. Example, the 480 Nitro is releasing soon.

You won't be getting the $299 reference 1060 anyway since NV's reference cards run 80-82C.
The extra power consumption has to be weighed against the DX12 and Vulkan performance in the years that you will keep your GPU.
Let's see some upcoming titles on DX12: Battlefield 1, Deus Ex MD, Watch Dogs 2, Gears of Wars 4, Forza Horizon, Sniper Elite 4.. all of these titles are major ones, which should be included in review sites. I'm sure there will be huge swings where AMD GCN GPUs get a free performance tier upgrade.
