Your are making a foolish assumption that all these desperate people in cities would stay there. I have news for you the first thing that would happen is they would organize and head to farms to search for food. They would just kill you and take what they want.

If electrons stopped flowing through conductors, would humans continue to function? Seems to me there are some electrical impulses involved in the operating of our own biochemical systems.

The effect defined in the OP addresses synaptic function would be unaffected. Think of it this way with the effect of extremely high powered electromagnetic fields around people vs. machinery. If the change after exposure was just enough to make all electrical devices fundamentally inoperable it should not affect living things. (or at least right away)

Right. There is a big difference between conductors moving electrons and the sodium/potassium ion exchange that happens in organic nervous systems. If Rubycon's scenario somehow affected that, then the entire planet would suffer molecular decohesion.
