Fish with a vertically oriented tail move it side to side, marine mammals with a horizontally oriented tail move it up and down. If a mermaid's tail was oriented like a fish it would be very difficult to move it from side to side.
Based on Disney's scientific documentary "The Little Mermaid", I concluded that mermaids can move their tails in any direction, like spaghetti, disregarding any type of anatomical law.
