That's pretty much all the driver. I've been to places where the crowd is much worse for cheering people on to do burn-outs etc in dumb places. I've seen bystanders with bottles of bleach standing by even. In the end it's strictly up to the driver to do something or not, and by choosing to do it around a bunch of random people like that you're just setting yourself up for youtube worthy failure. Besides, since when is smoking the tires on a RWD car around a corner impressive? You can do that with an underpowered rwd puddle-jumper.
Best case scenario is he probably would of not crashed his car but got a ticket since there's cops all over the place. If they have to dedicate the man-hours to direct traffic, it's pretty likely they'll dedicate a few more officers on patrol to issue tickets (it's nearly guaranteed at this event from all the vid's I've seen) to recoup some of their expenses.
