It generally is, but Lair of the Shadow Broker is the best part of either Mass Effect game.Some people would say DLC is a waste of money anyway.

This is no different than if you buy the game used, which can be done as the game uses simple disc check. Bioware annouced this before ME2 was released. The code is provided to all who buy the game new, however it is not necessary to play the game. It just gives them a way to get a little money if you buy the game used and want to use online features. It's completely optional.
How is it seem like a demo? They are offering the complete game for free. I think its funny that they offer the game for free yet people still find something to complain about. Extraordinary.

It's also for people that own the game already. I'm not sure what people are complaining about. It's a free game. Sure, minus the DLC but it's still a full game without the DLC. I never played any of the DLC for ME2.
while originally i derided it, I have reconsidered. The DLCs make a small part of the game only. And the fact that if you already bought the DA2 you retroactively get a free copy of ME2 means that it is actually free after all.
Why "good"?
They'll just chalk it up to piracy instead of actually admitting they put out an inferior game.
The access code itself gets you what, the ability to buy more DLC, Zaeed, some optional armor and crappy vehicle missions? It's not as if ME2 becomes a terrible game without it.
