Clean Air Vehicle Decals
A vehicle which meets specified emissions standards may be issued Clean Air Vehicle Decals that allow the vehicle to be operated by a single occupant in the carpool (diamond) lanes of California's freeways. (See Vehicle Code §§5205.5 and 21655.9.)
To qualify, vehicles must show on their manufacturer emissions labels that they meet Federal Inherently Low Emission Vehicle (ILEV) standards or California Super Ultra-Low Emission Vehicle (SULEV) emissions standards. The vehicles must be powered by electricity, liquid petroleum gas (LPG), or compressed natural gas (CNG).
NOTE: On or after January 1, 2004, vehicles that meet only the Ultra-Low Emission Vehicle (ULEV) standard do not qualify for the clean air decals. Decals currently assigned to ULEVs remain valid and may be replaced with substitute decals if they become damaged or lost.
NOTE: Electric vehicles are Zero Emission Vehicles (ZEV) and, as such, meet all of the ILEV and ULEV/SULEV emissions standards. Hybrid vehicles which use both gas and electricity do not meet federal ILEV emissions standards and do not qualify for the decals. How To Apply For Clean Air Vehicle Decals
1. Complete an Application for Clean Air Vehicle Decals, REG 1000.
2. Take your vehicle to a Department of Motor Vehicles (DMV) office for inspection.
3. Submit your application to DMV and pay the $8 Clean Air Vehicle Decal fee and keep the receipt DMV gives you.
Your Clean Air Vehicle Decals will be mailed to you. Do not drive as a sole occupant in the carpool (diamond) lanes until you receive the decals and affix them to your vehicle.
