What's "rushing" a red light?
As for "holding up traffic", you're right: IIRC, some laws are written to the effect of "if X number of vehicles are impeded by a slow moving vehicle, the slow moving vehicle needs to get out of the way." Keep in mind, though, if the road is too narrow for a car to safely pass a cyclist, there's probably nowhere for the cyclist to go to get out of the way.

Rushing = ignoring them. Not taking off early so they can get through them. There are times when cars can't get by - that means move to the sidewalk! Seriously, slugging through the ice and snow on a bike during rush hour, DOWNTOWN is STUPID!!! I don't care what reflective gear you are wearing. If you slip and a car crushes you then it's your fault!

Oh I get it. "Move to the sidewalk" is usually not a legally viable option. Otherwise you make sense. I make a point of getting going just before a light turns green. It's the safest way to go, short of running it carefully when possible (stop sign argument above) to be on the road w/o cars for a while. Sure, the cars that just passed me may have to pass again but on the whole fewer cars will have to pass me.
I'm not sure I'd take the risk of riding through lots of snow and slush on busy streets. But then maybe the drivers are taking chance too if it's that bad. It's their fault if they get into a fender bender?
