I'd argue that these parents are already pretty fucking useless. They're using drugs and clearly not contributing toward making these kids functional productive adults. Taking them out of the loop would probably be a benefit.
I'm in favor of sterilization for those on welfare. Forced that is.

Haha, this is rich, I mean I am all for it...really... But it's not just the cost to test everyone, but... What ya gonna do when they pop up positive? You can't just let them starve on the street? Can you? No, you still gotta take care of them? Do you take all 16 kids? and do something? Doesn't seem like this is gonna work too well... ah well!

So by that logic we can't have consequences for anything. Does it make economic sense to lock someone up for stealing a lawn mower? No way, but we have to have consequences for actions otherwise society just melts down. I wonder if someone stole your laptop if you would just prefer they get off with no punishment because it would cost more than the $2000 your laptop cost to prosecute them?

Right, free money for drug tests to make sure the welfare bums are spending their money on legal things like health food. That way we can keep em alive longer and make sure to get more free money.

Yeah, right. And maybe the tooth fairy take them under her wing. There are no jobs in case you haven't noticed. Less then half the country has a full time job, as many as 20% are unemployed, and we've still got 11 million illegal aliens driving down wages and taking up jobs!
If you don't like welfare and don't like paying higher taxes I can understand, but to shoot yourself in the foot so the government demands even higher taxes is insane. In fact, its insane by the definition drug addicts use: "Doing the same thing repeatedly expecting different results".
