dual 4K capable GPU

Wife does primarily photo editing and web editing on her PC, got her dual 4K displays. She'll play an occasional video game, but don't mind running games at 1080, no need to game at 4k for her occasional use.

What GPU will get me there? Alternatively I'm not opposed to buying one GPU per display, I can't justify $500 on a single GPU when she's not playing intense games.

GTX1070 is supposed to be $379 when it hits retail availability.

I think you really just need any graphics card with multiple display ports. I think a Geforce GTX 960 (~$150) would work. A quick look on newegg at cards with multiple displayports and supporting 4k resolution gives:

Geforce GTX 950, 960, 970, 980, 980Ti, Titan X

The Geforce GTX 10 series supports DisplayPort 1.4, which means a single port can do 8k @ 60hz.
DisplayPort 1.3 can do 2x 4k displays @60hz over a single cable.
So I think any card with DisplayPort1.2 and multiple ports should be able to do two 4k monitors @ 60hz. Pretty much all recent cards (ie, the list above) are DisplayPort 1.2, and the GTX 1080 and 1070 are DisplayPort 1.4. AMD's new cards coming out later this year will likely be DP1.3 or DP1.4.

If you wanted to use HDTVs instead of monitors, you need HDMI2.0 on both the TV and the graphics card. Currently, only the Geforce GTX 960 and Geforce GTX 1080/1070 support HDMI2.0.

Just buy any cheap card then, no reason to spend lots of money just to have screens displayed. Does your CPU / motherboard support output to display port or HDMI? If so you can always use that + 1 from a cheaper video card like 250x/360 or get an adapter from hdmi->display port if your monitor doesn't have HDMI (most do).

Do not spend over $150 on a video card just to power monitors w/o gaming on them, complete waste of money.

HDMI may not be able to do 4k @ 60hz, depending on video card and monitor/tv.
