If it were me, I'd grab and old PC with at least 3 NICs and load up either the ClarkConnect or PFSense Linux router distribution to take care of router/firewall duties since both feature inbound/outbound load balancing in addition to the usual router/firewall packages.
PFSense is based on m0n0wall and is known for being a "less is more" lean and mean distro. ClarkConnect is more full featured which is nice if you want to maximize the utility of the box but usually more features = more possible vulnerabilities. I give the nod to ClarkConnect for ease of installation, however be prepared to at least get your hands a little dirty with the command line editors to access some of the more advanced configuration options in either distro.
