Just out of curiosity, do a sizeable percentage of these DUIs start with booze bought at NH state owned liquor stores?
Is the state held liable like a privately owned packy would be for selling booze to a drunk?
I don't know if NH has a dramshop law. Even if it does, I doubt any clerk would sell alcohol to someone who was visibly intoxicated (many dramshop laws require some amount of care, but don't expect the owner to give a blood test or refuse booze to an alcoholic who is sober at the time of purchase)
