Heatsink cannot be higher than 75 mm, very good cooling, no noise and I'm ready to pay a little more.
If the motherboard automatically adjusts the fan speed based on cooling needs, then the stock Intel cooler that comes with the CPU (if you buy a retail boxed "PIB") can keep the CPU cool, as well as stay reasonably quiet.
If the motherboard canNOT adjust the fan speed automatically, then the Dynatron you linked to with the 3000RPM fan will be SUPER NOISY.
Either way, I don't see that Dynatron as being any better than the stock fan, other than being decent at cooling in a super low profile WITH high noise. However, at 75mm clearance you do not need that low profile of a cooler.
If you really, really want to spend money, look into a Scythe Big Shuriken. You'll get better cooling (which you don't really need) as well as lower noise (if your motherboard supports automatically adjusting fan speeds).
