Ebay advice - Shipping to Lithuania

So i'm selling my laptop on ebay, and this guy cmscrapper21 asks me if i'll ship it to lithuania... normally i say hell no to shipping internationally, but usually it comes from someone with zero feedback... he's not got much, but 13 ain't bad and it looks like he's been registered for a long time.

Should i tell him i'll ship or no?

(Here's my second post for more info:

Well, thing is he's been a member since May 1, 2001... most of his transactions are from the past two years, fairly spread out. I think some peope are confused though... he hasn't already won... he's asking if he should bid - if i'd be willing to ship there.

I wish ebay auctions where you say i'll only ship to america would only show up on ebay america! yarr!)

Has he paid? If so I don't see why you wouldn't ship to the bottom of the pacific ocean if that's where he wants it...

Also, Lithuania is now EU, so you don't have to worry about strange import laws or whatever.

This means the method of reporting to eBay is flawed. This type of fraud has caught me out in the past, when I was a eBay virgin, & cost me to the tune of £700!

This is how the scam goes. A fraudulent buyer asks to pay over the odds for a item or uses the "Buy it Now" option within one or two hours of the auction going live. They then contact you to plead their case for a DELIVERY ADDRESS OTHER THEN THIER HOME ADDRESS or an address NOT VERIFIED BY PALPAL to be used for their bought item.

As I said before this seems to me to be so prevalent & important that I'm surprised that eBay hasn't highlighted this type of fraud by giving it it's own prominent hyperlink Category first in line on the safety section.

One final point about scammers MOSTLY coming from Nigeria. I'm African myself & it been my misfortune that over 90% of my attempted frauds have been from Nigerians, FACT! However the fraud I mention in the first paragraph was perpetrated from a European fraudster [Lithuanian], which left the UK police unable to prosecute to my horror [what?s the point of the European Union then].

So come on eBay, let physically PREVENT buyers with 0 feedback being able to buy via "Buy it Now" & flag any emails asking for ALTERNATIVE DELIVER ADDRESSES as I understand this is a policy infringement any way. Also why don?t you guys have a call centre or LIVE CHAT support, as if you do I can?t find it on your online website?

so you're saying that 1 guy reported a scammer from Lithuania and he shouldn't deal with anyone from Lithuania?

I'm sure there have been plenty of US and Canadian scammers too. DON'T SELL TO ANYONE IN THE US OR CANADA!!!111!!!one!!!!111!!


OP, can you give us any more info? Did he do anything to make you think this was a scam or are you just concerend because its an overseas buyer?

I sold something to a guy in the Middle East without a problem. I've bought stuff from the UK without problems. You just have to be careful with who you deal with.

I'd be very careful. His name does not exactly inspire confidence. Also, consider keyboard difference in other countries. Does the buyer really want to use a keyboard with a US format? I always find that strange.

Personally, I'd probably not do it. There is not enough paypal protection for shipping internationally last I checked. However, if you do, make sure that the buyer knows that there will be a significant delay before shipping while you transfer the money to your bank account and wait a few days (at least 1 week after the transfer goes through).

You can control the format with software, but I would be warry too.

his name doesn't inspire confidence? wtf?
his/her previous transactions seem legit enough.

although it is a laptop you're selling, so yeah, that makes it a little more important

So do you lose the money if it turns out to be a stolen card number? I though the CC company picked up the tab for the card owner? How could they take the money out of your account anyway?

And what does the country of origin matter if it's a stolen CC? Is a stolen card from a developed country better than one from a developing country like Nigeria?

I'd ask for a western union payment, when you have cash in hand then ship. Otherwise too much risk for me.

If you use paypal, they will issue a chargeback to your account if you receive funds from a stolen credit card. It's in the TOS.

You are more likely to receive stolen funds on international transactions in my experience due to weaker enforcement in many other countries. Not only that, but Paypal provides better protection for US transactions and getting help from authorities is much less complicated.

Factor all this and US transaction is much simpler and less dangerous. In the end, it's the seller risk and the seller has the ability to put restrictions on where they will ship. In my experience, that is a smart move.

As a seller, accepting WU and shipping internationally is much much much safer than accepting Paypal for a domestic transaction.

I could probably get 13 feedback in an hour with only $10-$20 in my PP account.

Tell him you'll deal with him, but that any payment he makes must clear the bank before you even package the laptop, or they must send CASH (In which case they are responsible for it until it is in your hands).

Your best bet is to avoid it. It's not too hard to find a US buyer, although you might have to wait a couple weeks longer than you wanted.

Set the "Only allow bidders from countries I ship to" bidder requirement.
