I recently sold an item on ebay. In description, it clearly states to contact me before bidding if you are in another country or outside the CONUS, as I will have to approve your bidding before you bid.

So anyway, this guy snipes the auction at the last minute and he is from Spain, and he has bad feedback. There is no way I am going to ship to him...

Is there a way to void the transaction and recover the fees ebay has charged me for this? I'd like to offer a second chance offer to the second highest bidder, except I want to resolve the issue with the highest bidder first...

Does anyone have some advice for me??

Thanks.

I had the same problem once. You have a couple of options.

1. Don't sell to him and choose the second bidder in line. By which case you need to file a non paying bidder report and specify "Both parties mutually agree not to forgo the transaction" In which case neither of you will be penalized and you will get back your insertion fees and final value fee.

2. If he is hte only person that bid you have no choice but to say you can't do it and do what I said in step 1.

3. Ship to him but tell him you need like $$$$ in shipping (how every much that is)

Agreed. If he pays first and you either cash the Money Order or withdraw all PayPal funds, there is no reason to not ship it to him.

Tell him in an email about your shipping/bidding restriction and have him pay ridiculous shipping fees.

Yeah, maybe I can ask him to send a money order or wait like a week for paypal to deposit the money into my account.

This is a luxury watch, however, and fraud is relatively prevalent in this category, so I am still reluctant.

Thanks for the responses!!

If you try to accommodate the high bidder, you'll waste weeks of time, only to find out it was an attempted scam from the start. You already know it's a scam attempt, save your energy.

yup. Your best bet if you are concerned is to contact eBay and ask them what steps you need to take.

As mentioned previously, though, if you want to go through with the sale then you should have the buyer send extra money for shipping and ensure that whatever payment you get fully clears the bank before sending anything. Make sure the buyer is aware of this, too... it might take a few weeks.

Next time, set your seller preferences to actively block bidders outside the U.S. Easily done and I cannot fathom why you didn't....would've stopped this from happening and putting you into this situation in the first place.

I have sold successfully to bidders outside the US in the past. I like to review their feedback and approve bidding if possible.

But, perhaps you're right.

Then, put bidders must get approval for bidding on item.....if someone is truly interested in the item, they'll gladly do the simple message for "permission" to bid from you. The auction can be set up that way, too. It can be advantageous for the seller on some specialized and higher priced items....keeps trolls, shills, and unwanted bidders out....and you also know you can set your auctions to reject bids from bidders that have neg. feedback.....too much or too much over a certain period of time.
