I got a friend who just got ripped off $320 ps2 bundle.
He paid through Paypal. The seller never sent it after a month +
and now won't reply to any of his emails.

What advice can you give to get this poor fella his money back?
Report to Ebay only insured $200 - $25 fee....
Damn.

He should contact everyone he can think of, including PayPal, eBay's Safe Harbor and Fraud departments and this jerk's local police department. Tell him to have all of his records in front of him, including a printout of the auction page, his PayPal account showing the transaction and any communication he had with the weasel.

If he doesn't have this person's address and stuff yet, he can request it from eBay.

*Edit to answer your other question. I don't think eBay will get him his money back, which is why he needs to contact PayPal and the police as well. But eBay can assist in a fraud investigation and can remove him from eBay (at least this username - nothing seems to stop the trolls from re-registering) so no one else gets ripped off.

eBay's fraud protection only covers $200 from Lloyd's of London insurance. Paypal will be much more forthcoming. Tell him not to bother with Squaretrade (a company eBay contracts out for dispute resolution). They're useless chicken sh1ts.

file a "non-paying bidder" alert with eBay---they'll give you credit for the final value fees. I wouldn't even worry w/ the negative feedback, because most likely he'll give one to you as well.
