The main problem at the time and probably how they could exploit this is the commanding officer cannot comment whether or not that person was actually 'there'. They can only tell you they will take action if they are.

It will never get your money back. Others on car forums have had similar issues.

I'm going to return the item on Monday.
For the best protection I should send it through USPS, right?
Anything else I should do to protect myself before packing and shipping it?

Expect him to make a claim that the shipment was damaged in transit or do to poor packaging.

If the value was high enough, I'd have a pack and ship do the packing.

The thing that sucks is by the time you are made right, you have lost money still and a ton of time.

How much should I insure it for?
I paid $180, but the gun he sent is worth approx. $60 on a good day. I was planning on buying $100 worth of insurance and putting the value at $60.

How did your winning bid of $99 + $24.65 shipping turn into $180?

That guy is a POS. Hope you get your money back as painlessly as possible, even though you'll be out return shipping which is a load of crap.

The buy it now was $250 and free shipping. I was the only bidder when he contacted me and offered it to me for $180.

QFT. Hate dealing with eBay and this is one of the reasons. I hope you get your money back, minute the return shipping, which is your best bet at this moment

According to Blue Book of Airguns 5th Edition (Google books), at 60% of original condition the value would be $55. I would say that this gun is around 40%.

I called my local post office and was told that I could insure it for the amount that I paid as long as I had a receipt.

Also, the seller contacted me and again denied any wrong doing (my eyes are lying). He said that he will not refund my money until he receives the gun back and emphasized that I better return exactly what he had sent blah blah blah. I called paypal and was advised to escalate to claim if I did not trust the seller. So I did just that.
Of course the seller agreed to a refund probably to bypass the investigation. Paypal pulled $180 from his account and gave me 10 days to return the item. Once the tracking info shows that he has received the item, paypal will give me my $180. yippee!

Next is preparing it for shipping. I plan on sending it back exactly the way I received it, same box and packing material. I'm going to video tape putting it in the box and sealing it closed. I will also include the email with photos that I sent him as proof (includes picture of serial number). I will send it via USPS priority mail, delivery conformation, fully insured and signature req.

Anything else I should do to protect myself?
btw I asked the post office employee if I can have them inspect the item, acknowledge that it's the same as in the pictures and then they can seal the box. She said nope.
