Yeah. It's all online play connected to the server, and plenty of npc ships flying around. But it's instanced and you can do solo, small group multiplayer (friends), or full multiplayer. And you can switch play modes whenever by logging off and then back on.
Well small group play was in the works...was it added in the last patch? I haven't checked patch notes.
There is solo, group, and open. Solo is, well, solo. Group means the only real people you will ever see are other people in the group. This has been used to create PvE only groups. Open is just that; open. Open means you will have the ability to fly with anyone, but it does not mean you always will fly with everyone. Instances still separate people. Friends tend to be grouped together.
New in 1.2 was the "Wings" function. A Wing is a group of up to 4 people that are in close contact. It auto-enables voice comms (though it can be disabled), shows them on your galaxy map, and slaves the FSD. What that means is that it is easier to drop in to places with your Wing from supercruise. So if a Wing member gets interdicted you can follow them, or if they drop into a signal source it gives a wider range of speeds and distances you can drop in from.
